Proposed Minimum Unit Pricing on Alcohol – A Life Saving Measure or Nanny State?

illustrationBalance North East is campaigning to make the minimum unit of alcohol price 50 pence per unit.  The British Government are committed to minimum unit pricing and the level this will be set at is to be debated in a forthcoming Home Office consultation.  Will this action save lives? Or are we to expect legislation on other goods that are bad for us such as cream cakes and fish and chips?

It is claimed after ten years every year in England a minimum 50 pence per unit will: save 3,393 lives, reduce hospital admissions by 97,900 cut crime by 45,800, cut unemployment by 27,100, save 296,900 working days lost through absenteeism and reduce the amount both young and heavier drinkers consume.

Conservative MP Philip Davies states “The process of setting a minimum price is predicted on the assumption that raising the price of alcohol will make those who misuse alcohol behave differently.  However, that is an incredibly simplistic belief.  He claims all the evidence shows that alcohol pricing has little effect on the habits of heavy drinkers and worries that the government will later suggest minimum pricing on cream cakes, pizza, chocolate and curry as they are all bad for us when eaten to excess.

Simon Stephens, Director of Case Work at Addictions UK, argued that minimum pricing does not address psychological or physical dependence on alcohol and will only lead drinkers to spend more money on alcohol.  He said  “People with alcohol problems need to access addictions treatment to help them overcome their pathological dependence on Alcohol.  Addiction is an illness and it is not controlled by Government’s attempts to shock people by pricing measures alone.”

Deaths from Liver Disease up by One Fifth in England

illustrationDeaths caused by Liver Disease have increased by twenty per cent in England during the last decade whilst in the rest of Europe rates have fallen.   Dame Sally Davies said it was the liver disease figures that shocked her the most – and showed there needed to be investment in prevention, early diagnosis and effective treatment.

“I was struck by the data on liver disease particularly,” she said. “This is the only major cause of preventative death that is on the increase in England that is generally falling in other comparable European nations. We must act to change this.”

The report comes after the government said earlier this year it would look to introduce a minimum price for alcohol. A consultation is expected to start soon.

Eric Appleby, chief executive of Alcohol Concern, said the situation with liver disease was “appalling”. “It’s imperative that we come together now to act swiftly and decisively to tackle this problem,” he said.

Simon Stephens Director of Case Work at Addictions UK described the statistics as depressing and called for more support for those people who need affordable and effective treatment to stop drinking. He said there is a massive need for more cost effective and accessible support for those who have a pathological dependence to alcohol.

He said,  “We urge local decision makers to have access services from those agencies that can provide appropriate therapies to prevent this national calamity.”

Increased Alcohol Consumption is the “Direct Cause” of a doubling of death rates in Ireland.

illustrationProfessor Murray, Chairman of the Alcohol Policy Group at the Royal College of Physicians in Ireland said that people dying in Ireland as a result of cirrhosis of the liver doubled from 3.6 per 100,000 people to 7.2 in 2010.  Alex White, Irish Minister of State for health with responsibility for Substance Misuse Strategy said that the strategy would be brought to Cabinet “within weeks”.

The Irish Times reported one person at the Conference saying:  A person hospitalised for liver damage can have a prognosis  to live a little more than a year to 18 months  more …  “They are getting younger and the gender imbalance between men and women is disappearing”.

Simon Stephens, Head of Casework at Addictions UK – an International agency that works in both Northern Ireland and The Republic of Ireland – said that there had been an increase in the number of cases of alcohol addiction and drug addiction in the Republic of Ireland and Northern Ireland.  He said that “there had been an increase in the numbers of Irish people treated through our network of therapists serving our Irish clients.”

illustrationAddiction Recovery and Treatment can definitely work.  There is no doubt that if a person with alcohol or drug dependency issues has had enough of their unmanageable behaviour then it is possible to conquer all of the problems that arise – including breakdown of relationships, homelessness and other misery that lead to  “Institutions, Prison and Death” if left unchecked.

What is certain is that Recovery and Addictions Treatment must be treated as an absolute priority.  It is impossible to do this as “an aside”.  It requires the help of others – often people who have been through addiction issues themselves and who have gained both a personal and learned theory base that is capable of being shared with others in need.  Few people can address this issue alone.

It is a good day when a Drug Addict takes no chemicals and an Alcoholic does not consume alcohol.  Everything else can flow from this simple step and anything further that is achieved is a bonus.
